Fitting a 1366×768 screen
Almost 16:9. 1366 ÷ 768 is 1.779 — a hair wider than true 16:9 (1.778). A 1920×1080 image scaled to 1366 wide comes out 768.4 tall, so the difference is a fraction of a pixel and nothing visible is lost.
Wallpapers. An image exactly the size of the screen is displayed pixel for pixel, which looks sharper than letting Windows scale a larger file. Keep a big original too if you later move to a Full HD screen.
Presentations and web testing. Slides exported at 1366×768 fill a laptop projector feed exactly, and designers use this size to check how a page looks on common small laptops.

Yes. Tick “Keep aspect ratio”: the whole picture is kept, but one side may come out shorter than 1366×768. Without it, the image fills 1366×768 exactly and the edges that do not fit the ≈16:9 shape are trimmed.
Are my images uploaded?
No. Resizing happens entirely in your browser. Nothing is transmitted or stored, and you can disconnect from the internet after the page loads and it still works.
