HEIC is Apple's default photo format since iOS 11, chosen because it stores roughly the same quality as JPG in about half the space. Converting to HEIC is uncommon outside of specific Apple-ecosystem workflows, since most software and every non-Apple device reads it poorly or not at all — which is the opposite problem from the much more common HEIC-to-JPG conversion.
If you are here to make a file smaller rather than specifically needing the HEIC format, WebP or AVIF will usually serve you better and remain readable in far more places.
